    The most simplest way to explain it is the larger the country gets (economic power, military etc..) the more puzzles get added on to the body. Each puzzle piece has a separate interest group attached to it with different ideologies, some similar but in their own way. All want power and leadership positions. And all want to be left alone to carry out their daily business as usual plans. Telling someone to disrupt all the moving parts and to unite all the pieces together is a tight rope act with no chute and training.
